特殊武器和战术的概念起源于60年代末和70年代初由于国内动乱, 暴力冲突, 高风险需要服务. S.W.A.T. 在警务处处长或其指定人员的批准下，对任何重大事件作出反应, 街垒/人质事件, 和/或自杀干预, 同时也为警局提供高风险搜查令. 部门领导可能要求SWAT的情况包括, but is not limited to: when at a barricaded or hostage incident when the suspect is known to be or there is a probability they are armed; or that the suspect is believed to have been involved in a serious criminal act; or is a significant threat to the lives and safety of the public, and/or responding police; or the suspect is in a position of advantage, affording cover and concealment; or is contained in an open area and the presence or approach of police officers could precipitate an adverse reaction by the suspect; and, 嫌疑犯拒绝接受逮捕.
